How does a self-custody card work?

The card draws on a smart-contract account or wallet you control instead of a provider-held balance: at payment, the needed amount is swapped/settled from your own wallet. You keep custody of everything the card has not spent yet.

Is self-custody safer than a custodial card?

Against operator insolvency, yes - your unspent assets are yours. Against your own key management, no: lost keys or a bad transaction are your problem. It moves the risk from the counterparty to your operational security.
